Usually, yes. Sometimes, no. The honest answer isn't a percentage: it's who's still free on Leavenworth County's hauler list the week you call, and whether anyone on it has a truck open before your date.
Why this isn't a yes/no Google can answer
Resolution 2011-12 sets the rule: on-site systems get a resale inspection before a habitable house changes hands. It doesn't say anything about your specific week. Per the county's own wording, the job needs a septage hauler currently licensed by Leavenworth County, and that pool is finite. Some weeks it's wide open. Some weeks three closings in the same subdivision hit at once and every truck in the county is already booked. Nobody searching this question two towns over is holding your answer. Only the calls are.
What actually decides it
Runway matters most. Days-to-weeks of notice gives a hauler room to fit you in around other jobs; a call placed the morning of closing is a different conversation. Honesty matters second: a hauler with a full week has every reason to say "should be able to work you in," because it costs them nothing to say and everything to you if it slips. And coverage matters third: one call gets one answer, but working the whole list gets you the fastest one that's actually available.
The honest version of what I do
I'm not the guy with the truck, so I don't have a calendar to protect. Tell me your closing date and I call every hauler on the county's list until one commits to a date that beats yours. If nobody can, I say so fast: sitting on your request costs you your closing and gains me nothing. That's the whole mechanism. No promised time, no name I haven't confirmed, just an answer you can act on.
