Leavenworth County requires a resale inspection of on-site sewage systems before a habitable house changes hands. That rule, Leavenworth County Resolution 2011-12, is how most people land on this page: a house near Basehor under contract, a septic inspection nobody budgeted days for, and a closing date that was already tight.
I'm not the guy with the truck. Tell me your closing date and I go find a hauler who can commit to a date that beats it, or I tell you quickly that nobody can. A fast no is worth something too. It means you're renegotiating the timeline this week, not the week of closing.
The rule, and why the calendar is the fight
The county's planning and zoning guidance says it in one line: "real estate resale inspections are required for on-site sewage management systems for all habitable structures." That covers standard septic systems and lagoons alike, and it covers Basehor and the rest of Leavenworth County.
Completing the inspection takes two hires, per the county's own wording: an installer or designer it refers to as the inspector, and a septage hauler currently licensed by Leavenworth County. Two people you've probably never hired before. One deadline, set by your purchase contract rather than by anyone's work schedule. Theirs flexes. Yours doesn't.
The calendar is where this goes wrong. A hauler is one truck with one schedule, and once that schedule fills up, honesty gets expensive for them. Telling you the week is full loses the job. Promising to squeeze you in costs nothing. Right up until the squeeze doesn't happen, the late tank pushes the inspection, and the late inspection pushes the closing. You can't see their calendar. You can only hear the answer that keeps you waiting. That's not a character flaw. It's a calendar.
I don't have a truck, so I don't have a calendar to protect. Any hauler who can beat your date is the right one, whoever that turns out to be. And when nobody can, saying so fast is the only thing I've got to sell. Sitting on your request costs you your closing and gains me nothing.
Basehor doesn't stop selling houses
Basehor counted 2,238 people in 2000 and 6,896 at the 2020 Census. The town roughly tripled in twenty years. The building hasn't stopped either: 105 single-family building permits in 2025, 78 the year before. A town growing that fast closes a lot of sales, and each sale of a house on an on-site system runs straight into the county's inspection rule.
Not every house here is on septic. Basehor runs a city sewer system, and a property outside city limits that's connected to it pays 150 percent of the in-city rate. If your place is on a tank or a lagoon instead of the city line, you already know it, and when you sell, the inspection is yours to handle.
Not selling? The tank fills up anyway
Routine pumping has no drama in it. The EPA's guidance puts a typical household tank at a pump-out every three to five years, and nothing about that job needs anybody racing a contract. The form works for this too. Leave the closing-date line blank and say roughly when you want it done.
One thing worth keeping from that EPA number: if someone is pushing you onto a much shorter schedule and nothing is backing up, ask what they're seeing that the guidance isn't.
